When an inmate is sentenced to a Federal Correctional Institution, the way telephone calls are handled may change.
In Federal Institutions (and some Provincial Institutions) all inmates are provided a Calling Card which connects the inmate to The Inmate Telephone System (ITS).
Inmate Call List
The inmate has 2 choices:
- Make Collect Calls: The inmate can make collect calls (which means that the person receiving the calls will pay for the phone call). Collect Calls can be made even if the inmate does not have money on their calling card.
- Make Calls from their Calling Card: The inmate can make calls from their calling card (which means that the inmate can pay for the phone calls him/herself). In order to make Calling Card calls, the inmate MUST have funds on their calling card.
The ITS requires the inmate to use their Calling Card and Personal Identification Number (PIN) in order to use the phone. All phone numbers must first be approved to the inmate’s Personal Authorized Call List, if your phone number is not on the list the inmate will not be able to call you directly using the payphones within the institution.
During the reception process the inmate will be asked to provide a list of telephone numbers for their Private Access List. The inmate can have upto forty (40) personal contacts including lawyers (although when they are in Reception (or their Assessment Institution), they may only be allowed to initially add four (4) numbers. The inmate must make sure their forms are filled out correction including; first and last names of their personal contacts, address, city, and relationship to the inmate.
Legal counsel phone numbers must be on the inmates PIN list. The inmate should clearly indicate phone numbers which belong to legal counsel, so that these numbers can be tagged by the instituion to avoid monitoring and recording.
Inmates will not be able to contact any individual who is not listed on their personal call list.
Inmates cannot add any toll free numbers to their Personal Authorized Call List. The ITS system does not have the ability to accept this type of number. The only toll free numbers which are available to the inmate population are approved Toll Free Numbers (for example toll free numbers for charitable organizations or churches) and are located on the Common Access Call List.
