Previously a provincially funded halfway house, Gallagher opened in 1999 as one of two federal residences in a multi-faceted agency, St. Leonard's Society of London. St. Leonard's Society of London was first incorporated in 1969 as a St. Leonard's House. The original Gallagher Centre (formerly called Egerton Centre), served federal correctional clients until 1985 when residents moved to Cody Apartment Centre. Egerton Centre then provided accommodation to provincial correctional clients until 1995 when provincial funding was withdrawn for all halfway houses in Ontario. Gallagher re-opened in 1999 to serve federal clients under a new contract with CSC.
